Park Authority Board
The Bingham Creek Regional Park Authority is an independent governmental agency created through an Interlocal Agreement in 2020 between Salt Lake County and South Jordan City. Salt Lake County and South Jordan City provide equal funding to maintain and operate the park.
Bingham Creek Park Authority Board Meetings
The Board generally meets on the third Monday of each month at 12:00 p.m. at the South Jordan City Hall (1600 W. Towne Center Drive, South Jordan, UT 84095).

Don TingeyChair | Don has worked for South Jordan City since 2006. He currently serves as Director of Strategy & Budget, where he is responsible for citywide strategic planning, policy and program evaluation, priority-based budgeting, and intergovernmental relationships. While working at South Jordan, he has also served as the Director of Parks & Recreation, where he oversaw all parks, trails, open spaces, the South Jordan Fitness and Aquatics Center, Community Center, Gale Center, City special events, and Mulligans Golf & Games. He also spent a year performing economic development activities for the City. Prior to coming to South Jordan, Don worked for Brigham City for 13 years, where he served as the City Administrator for eight years. Don holds a master of public administration and a bachelor of arts degree in international relations and Japanese. Over the years, Don has been instrumental in the development of the Bingham Creek Regional Park and the creation of the Park Authority. He also currently serves on the Salt Lake County Arts & Culture Advisory Board and the ZAP Tier I review committee. |
Angela McGuireVice Chair | Angela McGuire is grateful for the opportunity to serve as the Bingham Creek Regional Park Authority Board Chair. She was born and raised in the Salt Lake Valley and received her bachelor of science in civil engineering from the University of Utah. Angela loves the outdoors and our open spaces. In 2017, Angela co-hosted an open house, giving community members and political leaders the opportunity to come together and share their hopes for the land that would become the Bingham Creek Regional Park. Angela also currently serves on the Daybreak Arts Council. She is grateful for the opportunity to be involved in selecting, commissioning, and acquiring public art that enhances our community spaces. She is passionate about the activities, events, and places that build and strengthen our communities. |
Amber BrownMember | Amber Brown is passionate about parks and how they can bring communities together. She is excited to be a part of the Bingham Creek Regional Park Authority Board to help make the park a place where families will gather and make memories for years to come. Amber has a bachelor’s degree in political science from Brigham Young University and a law degree from Arizona State University. She has spent time working at Capitol Hill in Washington, DC, as well as at a federal agency as an attorney. For the past five years, she has worked for the Utah Department of Agriculture and Food and is currently the Director of Legislative and Government Affairs. She manages administrative rulemaking, internal policies, and government relations and loves to support farmers in their efforts to be successful and keep farming. For the last ten years, she has lived in Daybreak with her husband and 3 children. She loves hiking, traveling, cooking, and just spending time outside. |
Lars EricksonMember | Lars is a 15 year resident of South Jordan, and lives adjacent to Bingham Creek Regional Park. He has a passion for public spaces having over 20 years of professional practice as a Landscape Architect and Urban Planner. He frequently visits the park with his family and golden retriever. Lars is a natural collaborator who appreciates diverse voices that strengthen and inform decision making. He’s excited to play a small role in making the park a place where community comes together to celebrate and grow. |
Sonia LopezMember | Sonia Lopez is a proud first-generation Mexican-American and a long-time resident of West Jordan, Utah, where she has lived for over 27 years. With more than 15 years of experience in the e-commerce, technology, and customer experience sectors, Sonia brings a wealth of knowledge and a deep commitment to innovation and service. Fluent in Spanish, Sonia is passionate about connecting with diverse communities and fostering inclusive environments for everyone, regardless of background. Her passion for community engagement and public service led her to join the Bingham Creek Regional Park Authority, where she contributes her voice and vision to help shape one of the region's most significant public spaces. Sonia is dedicated to building strong, vibrant communities and is honored to play a role in creating a lasting positive impact for current and future generations. |
Patrick LearySalt Lake County | Mr. Leary currently serves as the Associate Director for Parks, Trails & Open Space for the Salt Lake County Parks & Recreation agency, responsible for the day-to-day operations of over 100 parks, hundreds of miles of trails, and thousands of acres of open space. He has served in various capacities over his career in local government, including directing the Salt Lake County Public Works Department as well as the Chief of Staff and Deputy Mayor in the capital city. He currently serves as a board member of the Sugar House Park Authority as well as on the Board of Directors for the Hogle Zoo. He has a bachelor's degree from Utah State University and completed coursework in Public Administration at the University of Utah. He looks forward to serving on the Bingham Creek Park Authority and helping guide this regional gem as it grows. |
Colby HillCity of South Jordan Associate Director of Public Works | A lifelong resident of Salt Lake County, Colby Hill has worked in Parks and Recreation for over 22 years. Colby is currently an Associate Director of Public Works, which includes responsibility for South Jordan City’s Parks, Trails, & Open Space Division, among others. The South Jordan City Parks, Trails, & Open Space Division encompasses daily operation, maintenance, and long-term planning for all city parks, fields, trails, open spaces, and the cemetery. Colby’s work for the city over the past 17 years has also included oversight of the South Jordan Fitness and Aquatics Center, Community Center, Gale Center Museum, city special events, and the arts. Colby believes in the importance of Parks and Recreation essential services and the benefits they provide to residents and visitors, improving health, wellness, and overall quality of life for individuals, families, and the community as a whole. Colby has served on the Jordan River Commission since 2014 and has served as a member of the Tourism, Recreation, Cultural and Convention (TRCC) Advisory Board since 2019. |
