Services
- Crisis intervention and emotional support at the incident, hospital, victim’s location, or other secured areas
- Court advocacy is provided for victims involved in the judicial process
- Acts as a liaison for victims between law enforcement, prosecution, judicial members, and other related agencies
- Helps with the application for a domestic violence protective order and/or stalking injunction
- Provides information and referrals to local safe housing, domestic shelters, legal services, drug treatment providers, legal aid, group support, and counseling referrals - for additional information visit the Utah Domestic Violence Coalition

Victim Rights in Utah
Under Utah Code Sections 77-37 and 77-38, victims of crimes have the following rights:
General Rights:
- Be treated with fairness, dignity, and respect.
- Freedom from threats and intimidation (including access to a safe waiting area during court proceedings).
- Receive information about criminal justice proceedings and have them explained.
- Be present in court for important hearings.
- Speak to the court about the defendant’s bail, sentencing, or plea deals.
- Receive financial compensation (reparations and restitution).
- Get back personal property taken as evidence (once no longer needed for investigation).
- Have your case resolved in a timely manner.
- Request HIV testing for yourself and the defendant.
- Challenge subpoenas requesting private records.
Additional Rights for Child Victims
- Investigations should be conducted in the least traumatic manner possible.
- Interviews should be age-appropriate and minimized to reduce stress.
- Access to programs and resources that provide assistance.

Who may qualify?
- Victims who suffer physical or psychological injury or death as a direct result of criminally injurious conduct.
- Family and dependents of deceased victims.
- Representatives acting on behalf of victims.
- Anyone incarcerated in a penal institution at the time of the crime.
- Anyone on parole or probation when victimized.
Who Does Not Qualify?
- A victim whose own misconduct contributed to the crime.
- A victim who suffered only property loss or damage.
- A victim engaged in illegal conduct at the time of the crime.
- The offender, accomplice, or anyone whose award would unjustly enrich the offender or accomplice.
How Does a Person Qualify?
- The victim must be a Utah resident, or the crime must have occurred in Utah.
- Report the crime to law enforcement (a conviction is not required, but enough information must be provided to substantiate that a crime occurred).
- Cooperate fully with law enforcement officials in the investigation and prosecution of the case.
What Expenses May Be Paid?
- Medical care
- Dental care
- Mental health counseling
- Funeral and burial expenses
- Relocation and related costs
- Loss of earnings
- Loss of support to dependents
- Child care
- Replacement of door locks, windows, or other essential personal property for the victim’s safety
- Eyeglasses, hearing aids, or other medically necessary devices
How Long Will It Take?
- It can take up to 30 days to determine eligibility.
- Payment will be made when all the required information is received.
What Is the Maximum Award?
- Awards can be up to $25,000.
- Medical expenses incurred due to Homicide, Attempted Homicide, Aggravated Assault, or DUI may be awarded up to $50,000.
- Collateral sources such as insurance, Medicaid, Medicare, or Social Security must be considered first.
How Do I Apply?
- Victims, family members, or legal guardians must submit an application to the Crime Victim Reparations office.
- The application can be obtained from the CVR office, victim advocates, law enforcement, prosecutors, or other allied agencies.
- CVR staff or local victim assistance programs can help complete the application if necessary.
